(JAN. 22, 2013) CAPITOL JOURNAL reports on committee passage of a bill to streamline the appeals process in death penalty cases. We'll report on committees delaying action on both a digital textbook bond issue and a bill to require some welfare recipients to perform community service. We'll hear from Rep. Becky Nordgren of Gadsden about House passage of her Healthcare Right of Conscience Act. We'll report on a bill that would declare certain parts of the Affordable Care Act null and void. And we'll be joined by Rep. Patricia Todd of Birmingham, who discusses her efforts in this session to try to repeal Alabama's ban on gay marriage.
